I'm trying to figure out if my 13 yr old can legally operate a 14ft boat with a trolling motor. He would be operating near shore or in bays and marinas along the great lakes shoreline. He does not have his boating safety certificate at this time, that will come in the future.
I've been trying to research the subject but am confused. Maybe I'm missing something here, but the wording posted below appears to be conflicting. In one sentence it states they may operate a boat with motor of less than 6 hp without restrictions. Then in another sentence states anyone born after july 1 1996 may operate a boat only if they have a boaters safety certificate... Now, I'm assuming operating without restrictions with less than 6hp is used due to the restriction set forth if the motor exceeds 6hp. Anyone here able to clear this up?

Who May Operate a Boat
Those less than 12 years of age:
May operate a boat powered by a motor of no more than 6 horsepower (hp) legally without restrictions. May operate a boat powered by a motor of more than 6 hp but no more than 35 hp legally only if they: Have been issued a boating safety certificate and have it on board the boat and... Are directly supervised on board by a person at least 16 years of age. May not operate a boat powered by a motor of more than 35 hp legally under any conditions.
Those born on or after July 1, 1996, may operate a boat legally only if they have been issued a boating safety certificate and have it on board the boat.
Those born before July 1, 1996, may operate a boat legally without restrictions.
