One point of reference for you would be looking at master angler awards on the DNR website. You will get an idea of several different places to try. I've caught em Crystal Lake, you can see if you look at 2004 burbot master angler awards. As for fishing off the piers, I've seen it. What they do is get a smelt, or alewive, put it on a hook, and smash it under your foot, toss it out there, and they'll hit it. Toss it out exactly the same way you would for surf/pier fishing for steelhead with spawn, only the bait in question is just sitting on the bottom, it works, great early summer nite fishing fun.
