For me, the panfish bite has been slow on two or three of the lakes in the same area for the last week. I've been having the same issue where I'm marking fish and can jig them up sometimes up to 4 feet but very few bites. I've tried everything I know (going to the lightest line, changing bait from waxworms to mousies to spikes, fishing first and last light) short of going out and buying tungsten jigs. Even on tip-ups the few pike I've caught have been hooked in the very front lip after letting them go on 2 different runs and I've had a numerous misses as well.
2 weeks ago the panfish bite was steady and the pike were swallowing the minnows. Wish I could help you solve the riddle with the current bite but just letting you know you're not the only one who has run into this (they say misery loves company). Anyhow, good luck to you if you get some more.
