I had this happen once or twice and figured that I had hit the multi-quote button instead of reply and had more than one msg lined up ready to go. If it happens now I just block and delete so I have a clean empty reply box. Then I go back to the original msg I wanted to reply to and try again. Has not failed me yet.
There is another way to do it but I forgot what I did.
