Second Chance--Michigan Deer Hunting Survey

I received this survey this morning from the DNR. The survey had questions about APRs and the opener being Nov. 15th or the Sat. closest and a few other general questions and a chance to comment.
I'm not sure what the "Second Chance" refers to. There is a chance to get a gift certificate if you submit the survey, but I would not think that would be my 2nd chance.
