Target button bucks?

Since yearling bucks have already dispersed by the time their 2nd archery season rolls around, shouldn't we be focusing on button buck/antlerless harvest to limit CWD spread, if we're trying to limit dispersal of males and females, knowing that females can disperse even farther than males? It would seem that targeting yearling bucks is shutting the barn door after the horse dispersed. Wouldn't it make sense to really focus on fawns?
