You need permission from the landowner. The state doesn't own the land the road is on in most cases. They generally own an easement or right of way which includes general rights for passage such as walking, jogging driving,bike riding, snowmobiling, road maintenance etc... the rights to do not include hunting, fishing, mushrooming or wildflower picking etc....
If the road is thru Stateland or a state game area you should be fine.
