Trapping weasels

Ok, got a question about trapping weasels.
I have just discovered that we have a pretty decent weasel population around here, so I figured I would start trapping them using box traps and placing the traps in culverts.
Now, I have scoured the forums and the DNR sites and I can't find the answer to my question, so I apologise if I sound like an idiot for asking this.
Are culverts that pass under a public road considered private property or are they county/state property?
I just don't want to...
