someone brought this up in another post. I think its a good topic,

the differences in the 3 zones that we currently have are considerable. when you consider habitat differences,deer numbers, hunter numbers and the amounts of state verses private land. I think that the current zones divide it up pretty well. It would probably be more effective to manage the zones as individual hunting areas instead of the whole state as 1 unit. issuing licenses by zone would be the logical way to start...
