MDNR goes with "what hunters wanted"?

In the new 2017 hunting regulations, we have this stunner of a comment from MDNR concerning the upcoming goose regulations...

For geese, DNR officials recommended a reallocation of the 107-day season in the northern Lower Peninsula “to line up with what hunters wanted,” and the elimination of numerous special zones – save the Muskegon wastewater and Allegan State Game Area, Mason said.

Really? No hearings? No surveys? No moratoriums? No trial periods? How do they even gauge what hunters "want" without making DU pay for a survey?
