Frozen bilge??

I'm a second year boat owner, I had some work done at Cabela's during the winter to fix a leaky livewell and loose windshield. They filled my bilge to check for leaks but it appears they did not fully drain it before putting it outside in the dead of winter. My question is, what could possibly go wrong allowing water in the bilge area to freeze? It's a good 2" thick. And when I flipped View attachment 247117 the bilge switch on, it pops the breaker
