I've read several posts on the Ohio forums from this winter where guys are running shallow running stickbaits behind 4oz. bottom bouncers off the back corners of their boat with a lot of success. That would then allow you to run one or two inline planer boards per side (assuming there are two of you on the boat). The bottom bouncer rods would literally be like a downrigger rod in that they will be straight down and out of the way.
A charter captain friend out of Cranberry Creek showed me years ago how well 4-6oz. bottom bouncers work all year long. He ran them on 6' Lamiglas rods with levelwind reels. We used harnesses when it was warm, and he told me of running Thundersticks and Original Rapalas off of them in the fall and early spring.
Keep in mind there are a lot of ways to catch a walleye. Good luck to you.
