Did lifting the bait ban spread CWD in West Michigan?

Take a look at these maps. Notice how close the "old" CWD zone is/was to where CWD was recently discovered.

Given that yearling buck harvest in the area is and always has been consistently very high in the area, could lifting the bait ban be responsible for the spread, if in fact there's a connection between the 2 events?

For those who cheered the bait ban being lifted, stare at this map and note how close the "new" CWD zone is to the "old" CWD zone.
