Outboard motor Help!

I have a 2006 Johnson 150hp carbureted outboard on my bass boat. I moved up here about 4 years ago from FL and just recently towed it up here. My oil tank had about two qrts of ice in it so I removed the tank and cleaned it out. The gas I'm sure was stale so I removed it all and got new gas today. I ran a small gas can with sea foam through the motor, let it sit a while. Then a second time. Installed new fuel water separator. New fuel lines. I ran the motor for about 20 minutes with new gas( had to keep restarting due to stalling)....no sea foam and it misfires like crazy and smokes a ton. The smoke doesn't seem to go away. It's a blueish smoke that lingers. The motor misfires a lot aswell. The spark plugs seem fine. What should my next step be? Clean the carbs? Can dirty carbs cause excessive smoke and misfire? Or is my fuel/oil pump bad? Thanks
