Retriever and upland trainer needed by a friend--unique situation

A friend of mine has a young lab, and he has not sent her away to any formal training, nor has taken the liberty himself to use any training programs at home. He's not interested in investing the time himself to do his own program, I already went over that with him, and says the domestic politics will unfortunately not allow sending the dog away for a long time.
