Amount of small fish.

If you are interested in scientific facts rather than anecdotal observations, read up the DNR and USFW studies over the last few years. The facts are the forage base is at an all time low and walleye reproduction is at an all time high, thus the 8 fish and 13" size limit. Growth rates have slowed from what they were in the past.

Fisherman on Lake Michigan also observe "lots" of Alewives at times but it doesn't change the fact that they are only at a small fraction of what the were.

Here is some data to look at: (although this data is from Lake Huron proper, it is still indicative of the forage base in the bay) there is Saginaw Bay specific data out there also, same deal, low densities.
