baiting?

i know a nice little lake,,,,almost a pond that sure looked ducky to me. last night after work itossed my waders in the truck figuring to just set foot in the water right at the road edge to see what the bottom was like. turns our deeper then i thought and mucky so a lone hunter could get in trouble real fast and not be found till the crawdads were done with him. so if i try that spot i will need a boat or kayak to retrieve downed ducks. decided since it was quiet in the area to walk along a little bit from shore through the woods and chack for mushrooms, did find a few , nothing i wanted . about 3/4 of the way up the west side of the pond i flushed about ten ducks. that was cool so a moved down by the waters edge to see if there would be a good spot for a blind. at the waters edge a saw corn on the ground and in the shallows.

now this is a wooded state game area and no corn grows around this spot. clearly someone has been baiting the water for ducks.

i thought ,,,and am pretty convinced, thats not legal. if thats the case, then no one can hunt thios area till that corn is gone. am i right? the dnr can't tell who put it there, but if they see it and your hunting there, you are hunting over bait. did some jerk just ruin this spot for everyone till the corn is gone?
