2017 Fur Harvester License

Does anyone understand the new license purchase? My 2016 license says it expires march 31 , 2017.
page 46 of the regulations states that if you dont purchase a base license by feb 28 , you cannot purchase a fur harvester in march or april. I believe my current 2016 fur harvester and base license would remain in effect until 3/31/17. Am I incorrect.
