perhaps a little more investigating is needed....with fishing as the number one priority and under conditions you mention.....the 4 you spoke of(with possible exception of ludington state park) , there are much better options , even in the lower peninsula........Do not discount private campgrounds and rivers..have you checked the michigan DNR website? they have "family friendly fishing waters" listed for each county...most,if not all , would offer some shore fishing..
i believe paradise lodge on northern end of fletchers pond has camping and offers some shore fishing above and below the dam, plus this northern finger is good kayak/canoe water..as wave action is generally small and motorboat speeds are slow , due the large amounts of stumps..bass to 6 lbs and pike to 15 are often caught in this lake...
