Looking at the attack stats dating back to 2002 it's pretty hard to draw any conclusions without a lot more ecosystem wide information. 2004 the attacks quadrupled then fell right back down again in 2005. 2006 they almost doubled again then through 2009 they held steady at that level. Huge jump in 2010 and held steady but cut in half before the hunt in 2013. Doubled again from 2015-2106. Possible factors for this not included in the information we are given: deer numbers, snow cover, break up of packs into smaller packs, population of other food sources, population of other predators, control efforts in some areas forcing packs to move, older/injured wolves switching to easier targets. These are just a few factors off the top of my head.
