Slot limit or 3pt APR?

If we're going to expand some form of antler restrictions, which would you rather have for an easy statewide rule, concerning the "single tag" and the Regular Combo tag? In either case, the 4pt APR Restricted Combo tag would remain in place.

Option #1. At least 3pts on one side APR for the single tag or Regular Combo tag.

Option #2. A slot limit. Spikes only or at least 4pt's on a side APR for the single tag or Regular Combo tag.
